Requested Action
MOTION TO APPROVE Broward County Transit (BCT) fixed-route bus service improvements including a restoration of service on Taft Street (Route 8) and changes to BCT bus routes; 4, 12, 15, 16, 19, 23, 31, 55, 56, 62, 88, 101; and providing for an effective date. The proposed changes will take effect in the Summer and Fall of 2019.

Why Action is Necessary

In accordance with the Federal Transit Administration (FTA) and County policies, a public hearing is required prior to permanent fixed-route bus route changes affecting 25% or more of route miles, and/or frequency changes greater than 15 minutes. This public hearing also covers a route restoration, service expansions, and service span increases with routes operating earlier in the morning and later in the evening.

What Action Accomplishes

Holds a public hearing to receive public input on Broward County Transit proposed fixed-route bus service changes that will restore, improve and provide expanded transit service within the County to be implemented in the Summer and Fall of 2019.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF ABOVE MOTION.

This item supports the Board's Vision and Values for "Cooperatively delivering an efficient and accessible regional intermodal transportation network" and "Consistently delivering responsive, efficient, quality services to the public and internal customers" by improving and enhancing the transit system. This item effectuates service improvements included in the Mobility Plan funded by transportation surtax revenues, passed by voters on November 6, 2018.  

Proposed improvements on routes 4, 12, 15, 16, 19, 23, 31, 55, 56, 62, 88, 101, and restoration of service on route 8 are based on a combination of planned service improvements which increase access to transit, improve frequency for better service, and expand service hours to maximize transit connectivity and coverage. These routes constitute approximately 19% of Broward County Transit’s total system ridership. Existing vehicles are being utilized to accomplish these service increases until new vehicles arrive (expected 2020).

In compliance with federal and county regulations, policies and procedures, this public hearing will allow public comment on the following proposed changes to fixed-route bus service to be implemented in the Summer and Fall of 2019 (Phase 1 & 2).  A summary including maps of the affected routes are attached as Exhibit 1.

Summer 2019 Service Improvements
Route 4 - Proposed Service Change:
This route currently provides service within the cities of Dania Beach, Hollywood, and Hallandale Beach, providing connections to the Fort Lauderdale-Hollywood Tri-Rail Station and the Diplomat Mall along Hallandale Beach Boulevard, A1A and Dania Beach Boulevard. Service frequency will improve weekdays during AM and PM peak from 52 minutes to 34 minutes, Saturday service frequency will improve from 51 minutes to 45 minutes, with service span increases on weekdays, Saturdays, and Sundays.

Route 12 - Proposed Service Change:
This route currently provides service from West Regional Terminal in Plantation to North Beach Park in Hollywood on Sheridan Street. This is a proposed connectivity improvement change in which the route will be realigned to the Westfield Broward Mall to provide more direct service. Service frequency will improve weekdays during AM and PM peak from 58 minutes to 30 minutes, weekday midday frequency will improve from 58 minutes to 45 minutes, Saturday service frequency will improve from 50 minutes to 45 minutes, Sunday service frequency will improve from 50 to 45 minutes, with service span increases on weekdays, Saturdays, and Sundays.

Service frequency will improve, weekday peak service frequency will improve from 60 minutes to 33 minutes, weekday midday service will improve from 60 minutes to 47 minutes, Saturday service frequency will improve from 60 minutes to 45 minutes, service span increases on weekdays and Saturdays, with new Sunday service to operate all day long at 45-minute intervals. This service improvement restores Sunday service from previous budget cuts.

This service improvement extends every Saturday trip to Boca Raton to match weekday service and extends Sunday service to Boca Raton. Service frequency will improve Saturdays to Boca Raton from 30 minutes to 15 minutes.

This service improvement improves weekday AM and PM peak service frequency from 30 minutes to 20 minutes, Saturday service frequency will improve from 50 minutes to 27 minutes, and service span increases on weekdays, Saturdays, and Sundays.

This service improvement will improve service during the AM and PM peak from 43 minutes to 30 minutes, weekday midday service will improve from 40 minutes to 37 minutes, new Saturday and Sunday service all day long at 42-minute intervals, and weekday service span increase. This service improvement restores Saturday and Sunday service from the 2011 budget cuts. Additionally the route will be realigned to the Westfield Broward Mall to provide more direct service and connectivity.

Service frequency will improve during the AM and PM peak from 60 minutes to 30 minutes, with new service to operate during the weekday midday and evening hours at 45-minute intervals. New service will operate on Saturday and Sunday all day long at 45-minute intervals. This service improvement restores service levels from previous budget cuts.

This route which currently provides limited stop service from the Broward Central Terminal in Fort Lauderdale to the Aventura Mall on the US-1 corridor. This service improvement will increase the weekday service span.

Proposed Service Restoration on Taft Street, Route 8:
New service will be implemented on Taft Street, from Pembroke Lakes Mall in Pembroke Pines going northbound on Flamingo Road, east on Johnson Street, north on Hiatus Road to Taft Street, and servicing Young Circle in Hollywood via southbound on North Federal Highway before stopping at the intersection of North Federal Highway and Arthur Street before reversing the trip back westbound. Frequency of service will be 40 minutes during the weekday AM and PM peak, with 40-minute service frequency on Saturdays and Sundays, with service span increases on weekdays, Saturdays, and Sundays. This route is a restoration of service along this corridor from previous budgetary cuts.

The public was notified in advance of the time and date of the public hearing and the proposed changes to bus service. Information was published in the newspaper and on Broward County’s website and social media, shared with all city Public Information Officers (PIOs) along the routes for dissemination to their respective communities,  distributed on BCT buses and at major transit facilities, provided on the customer service/rider information “on-hold” voice messaging system and provided to radio and TV media outlets, and discussed at community meetings in advance of the changes taking effect. 

All transportation surtax-funded projects and proposed expenditures are subject to the express approval of the Oversight Board. On April 25, 2019, the Oversight Board approved this project and the proposed expenditures.

Fiscal Impact
Fiscal Impact/Cost Summary:
$3,737,646 in transportation surtax revenues is being appropriated within the Transit Fund for the purposes of standing up the Surtax Program in Broward County Transit and implementing the service enhancements (Phase 1 & 2) described in this item. Phase 1 & 2 service expansion (staffing), maintenance, operations, parts, and space configurations are included in that figure.
